Ambulance/EMS services going out of business

Here's Delaware County's plan for addressing emergency response shortages following Crozer's closure

Although Crozer was a hospital that closed, it also operated the EMS in the area.

Anyway...more generally, I'd like to know how do ambulance companies that service an area for 911 service run out of money/go out of business?
